Bought a new waterlily, Should I replant it?

I just bought a water lily for the first time. It came as a kit designed for ponds or containers. My plan is to plant it in a container. The plant came wrapped in an "all-natural water filtering fiber" incased in a net bag. It looks like moss and maybe mulch. The plant looks alive and may start to grow something in the next couple of weeks. Should I leave them in this material for the summer or should I replant them into a container with soil?
