all my fish and frog died after blizzards when i lost power and the pond froze over.....is it best to drain and clean all the sludge from the bottom....

Doug says yes, clean the pond or you'll have a sewer smell when it really thaws out and get going.

Fish Die after winter hydro cut..

HI David: Say, I know what it 'feels like'. And, I'm on top of these things, daily, & seems forever, have to be managed astutely, no room for errors, really.
Dog, is right, this is the perfect time, [soon] warmer is not yet in Canada you say, to take the opportunity to clean an pond.
But, take an pic, scan it, put it on your computer, and re:post to 'let us know', merely interested garden folks, know what your talking about.
The, an picture of the pond would help, natch you have circuit breakers, or spc. electrical switch for safety. I store my goldfish, now in an safety of an furnace room, fish acquarium. My pond is only 16-18 inches deep, not sufficient with 3-4 in's of ice atop. Isolated in the yard, cannot inspect daily to see if the electricity is set-off, hence loss of the pump action, for nec. oxygen, consequence I usually soon/later loose all fish. I've stored them successfully, in an simple lg. plastic garbage bin in my garage, successfully.
In spite of that experience, like you the hydro went off for an short period, & I recently forgot to reset the base pump action, and hence merely overnight, lost half my fish. Foolish, and stupid, but the fish in an moderate sense become pets, or really rely on ?? For, me...perhaps the an pool the same, too many fish tranferred into an small acquarium, utilize all the oxygen, [very fast] so it has to keep operational, constantly. For me, to have an pond, w/o fish is redundant, for a visit there, you will find, the eye...pleasure goes immediately there.
Check, on my inclusions, pictures, here, as I'm posted Small tri-Pond's, under construction, [again]...beither are the darn racoons here, are not much help, in smaller ponds. It seems like there is something, 'going on', eh!
Sorry, but do post some pic's, and experience. What's the depth of your pond, if it was 2-3 ft., that 'might of', held sufficient oxygen, for the fish-temporarily, ice or not. Solicit, info from others..might be helpful. I see D...has electronic books, here, one on ponds, might be helpful..it's an hobby, in Canada to!
