Lilies whirling under water and dying

My dad has a beautiful pond out at his work. We are trying to figure out why the Lily Flowers are whirling under water. There is nothing wrong with the leaves. Just the flowers

Doug says if by "whirling" you mean twisting and moving in the water, it has to be water currents of some kind. If you mean something else - you're going to have to be more specific.
