IF, your 'urban setting', lot-plot doesn't have room for 'both', your in planning trouble. But one thing, I've found with 'homemade' gardener's', they make time, for fun-project's. And, there very resourceful, on an 'mini-budget'. An decade or two +++ at this back yard, 'hobby game', and inherent both these thing's.
Fo try to do both, 'mini', or pond or pond's linking somehow to-gether, but at the same time, 'an artificial elevated central part', allow's YOU better opportunity, or flexibility for 'gravity-fed', little streams, into the 'frontal, and lower inground main feature pond'. In this sort of creative, maize you can manage to incorporate, in an smaller area, BOTH, ie: the water setting area's, hence some sort of pond effect but link with the stream effect.
The more natural look, I have NOT, but the selective use of small plastic ponds, and run-off's, can be effective, very pretty to look at & study, and the sound would be inviting for all.
I've managed to that, for an mere pittance, but not in time, and pleasure, for it's in constant , and handiwork....just down right, an lot of fun. The lay-out of 20ft.square, at highest waterfall acme point an daunting 6ft., for free-flow, no amateur plumber go, au natural!
