Doug says that 1) they need lots of sun 2) they prefer still water 3) they really want to be well fed - use fertilizer tabs.
You don't say what kind of lily (tropicals won't bloom unless it's really warm) or where you have it growing etc.
So I can't really answer your question unless I know what you're doing and what you're trying to grow and where you're trying to grow it.
Sorry I can't be of much more help in getting your water lily to bloom. There are a lot of articles on these pages about the conditions a lily requires so reading those would be a good start.
