pump/filter keeps floating and tipping over

What can we do to keep the pump/filter from tipping and floating. We've replaced the pads inside the filter.

Doug says that it sounds as if you have a stiff piping and small pump. Weight it down with an artful arrangement of rock to both hide it and keep it in place. My partner suggests there are times when she thinks I would function best in this condition. :-)
