Doug says assuming you have city water - you're going to have to wait a few days for the chlorine to disappate (chlorine kills fish). And then you have to buy 3 or 4. Then you put them in the water. :-)
They'll happily eat the algae and insect larvae (some people feed them in small ponds - I seldom do) and keep themselves happy.
You'll get a lot of advice from your local pet store - the only advice I'll give you is to start with really inexpensive fish (like feeder goldfish) so you learn how to keep them and winter them without investing in too much money. You don't say anything about filters or pumps so your best source of advice is really going to be your local pet store (not a big box store but a good pet store).
