water lily does not bloom.

the depth of the lily is approx. 12 inches. it receives a conservative 6 hours a day of sun. it has not been fertilized. what advice can you offer so that we can get our lily to bloom?
Doug says - feed it. It also depends on the size of the tuber. If it was a small one this year (assuming you bought it this year) then it very well may not bloom. Cheap rhizomes are taken too small to store up enough energy to produce blooms. So you have to first build up the size of the rhizome by feeding it properly.
But water lilies are among the most greedy of plants and without feed, you won't see blooms even when the rhizome is a large one.
