What size of submerged pot should I use to grow Lotus seeds?

How big should the inner, submerged pot be for the life cycle, from seed to mature plant? I do not plan to transplant the seedling but will start it indoors and move the whole kit outside when the weather is warm enough.

Doug says that if you want to start and grow lotus in the same pot, you're looking at a pot that's probably 14-18 inches wide at the top. Good luck.
