costs re pump or heater

Yeah, my guess is a 1500 watt stock tank heater is going to cost more to run than a smaller pump. :-) I have one of those in the shed that we used to use (mostly for the cattle) and it works on ponds but they'll run up the old electric bill for you. :-)
pond de-icer

We are going to try a livestock 1500w water de-icer that floats. No water pump this year to save $. We are going to TRY to only turn on the de-icer (which floats and has a cage that goes out around the heat element so the liner won't burn if it floats over to the edge) when the pond freezes over. We are in southern Ont. (Cambridge) The pond is 4 ft. deep.Who knows, it may cost us MORE to run it! LOL
