Yellowing Water-Forget-Me-Not leaves

My mom thinks it's not getting enough water but everything I've read says that it can be up to 2" underwater but that it doesn't have to be, so I'm not sure that's it. I did fertilize it about a week after I got it. I used 1/2 of a PondTabb tablet. Maybe I gave it too much?
I don't know. Any suggestions would really be appreciated. Thank you.
Doug says that he's never let it get that wet and live "under" water. For me, this has been a bog plant. See this article
You "can" grow it as a shallow water plant and some yellowing of the bottom leaves is to be expected as the plant grows. It won't likely stay green all the way to the bottom when grown in water.
